Appendix D to Subpart F of 40 CFR Part 82 says each certification test draws 25 questions from the core group and 25 from each relevant technical group, and that the passing score for the closed-book Type I, Type II, Type III and Universal test is 70 percent. The practice exam is built that way and scored at that mark.

Every answer cites its section

Each question was written against 40 CFR Part 82 and stores a fragment of the regulation that proves its answer. A question whose fragment is no longer found in the current text of the rule does not ship. You can go read any of them at eCFR.
